A PC version has not been announced. The launch is console-first, and no Rockstar Games announcement mentions a PC release.
Precedent only, not a prediction: GTA V launched on consoles in 2013 and on PC in 2015. That says nothing certain about this game.

Rockstar presents the game as a single-player experience. There is no official announcement about any online mode at launch.
